Producer Responsibility

In Finland, producer responsibility for packaging applies to companies that pack products in Finland and have a total turnover of EUR 1 million or more.

Producer responsibility concerns all types of packaging. The Government Decree on Packaging and Packaging Waste and the Finnish Waste Act are based on EU Packaging and Waste Directives, which aim at reducing the amount of waste and increasing reuse and recycling.

The legislation aims to:

• reduce the amount of packaging waste
• increase the reuse of packaging in new products
• prevent environmental damages and remove barriers to trade
• prevent distortion and restrictions of competition by an equal treatment of packaging materials
